VLC doesn't require a GUI. You can use a dummy interface (-I dummy), remote 
control interface (-I rc) or even http interface (-I http).
As for the on demand streaming, VLC allows you to do either http streaming 
or rtsp streaming (have a look at the docs on the web site).
