VLC does support MP4 files. I suggest you try the streaming wizard from
the interface first.
Go to the menu "Open File" then select the file you want to stream. Then
select the "Stream output" checkbox in the same dialog window and click
on the "Settings" button next to it.
From the "settings" pannel select RTP streaming or UDP streaming. Fill
in the destination IP address.
For more information look into the documentation on
http://www.videolan.org/doc and use the simpel examples first.
