[streaming] video compression type for VOD

Dear All,
I use the vlc 0.8.5 svn. And it seems to me that not all types of video 
compression can be streamed in the scenario of VoD. Using the telnet 
interface, I could stream the divx, mpeg-2 content, but the h264, mpeg1, 
Cinepak. Can you help me to know the reason?
I tested with a h264 content (also generated by vlc), I could stream it 
using rtp. Then why cannot I stream it with VOD? It means the rtsp does 
not use rtp for streaming the media? Sorry if my question is trivial, I 
just get to know the rtp and rtsp recently
