This shouldn't be to hard for anyone that already coded packetizer for 
other formats.
In fact, vlc encoding is not 3gpp compliant, that's why the mp4 audio 
encoded file cannot be played in 3gp.
a mp4 audio file generated with another tool works well when streamed with 
DSS .
So the thing would be to have a 3gp muxer for any 3gpp compliant file : 
h263/amr, ha263/mp4a,mp4v/mp4a .

i think it would be great to have this in VLC (also with a hinting on the 
fly tool).
