[streaming] Where is my telnet?

Hi everyone

I installed vls on my debian box today and wrote a vls.cfg after the 
instructions on videolan.org.
After starting vls via commandline it started and didn't complain about 
anything. So I tried to log in to the telnet interface, but there was none.
So I changed LocalPort, Domain, LocalAddress in all possible 
combinations and even left the Telnet section blank, but after each 
start there was nothing listening on the configured or standard port.
I searched the web and the docs, but I didn't find a hint on how to 
enable the telnet console, everyone just says it should be there.
Any suggestions?
