Well, it is possible to use SAP/SLP to serve the sdp that describes a
rtp session. That won't work for VOD though (you need a 2 way
communication to start the stream)

You can use rtsp to announce a rtp multicast stream. In this case,
however, the streamer will send the stream continuously. (BTW, network
ressource will onlt be used when required, only server ressource get
"wasted" that way...
