Sure it is - nothing prevents Sanjeev from implementing his codec
interfaces so that they work with VLC. He may have a problem
distributing this combination outside his organization, although
he may be able to get away with distributing a binary of his
codec that dynamically links with VLC, thus complying with the
terms of GPL.
