[streaming] VLC receiving unicast

Hi everyone

Could someone please tell me how to recieve a unicast stream from my father 
in the states
i have windows xp sp2 and i think we have it covered on his end but where do 
i put this( % vlc -vvv udp: ) in the directions online it does not tell me 
what to do with it. I'm completely new to this so im sorry for the stupid 
question
