As far as I understand you want to support fast hand-over.
My main concern is that I know no standard protocol for transmission of
multimedia streams over SCTP, and I'd rather not invent a dummy
non-standard non-reusable protocol. Is SCTP negotiable via SDP ? Can
one do RTP over SCTP ? etc.
