[streaming] Streaming issue at 1280x720 with NCast

We are attempting to use VLC to multicast a 1280x720 stream with a NCast
Digitizer 3.0 video capture card via its DVI interface. We are using the
latest NCast driver. It worked fine but then we noticed that the picture was
skewed. 
-Turns out the image VLC is transmitting is 920x720 even though the driver
captures the 1280x720 and reports that it provides 1280x720.

The same capture card streams well with MS Windows Media Encoder (WME) and
correctly detects the source and streams at the desired resolution. We can't
use WME long term due to its lack of functionality, configurability and
heavy resource utilization.

Any ideas why VLC is shrinking the signal?
