[streaming] streaming webcam video mpeg4

Hello!
I have this camera

the camera send the stream with this file
http://CAMERA_IP/test.cmp

i need stream this video mpeg4 for my web
is possible use  vls for capture this stream and send to java applet o 
other system integrated in my web?
