Live streaming will either be delivered via a CDN or via a single server.
Single server - the route from the server to each viewer will differ in the number of hops which can reflect up to several seconds of difference. Aside from the route, this will be fairly constant. Of course, delivering a live event from a single server is generaly considered a very risky practice and should not be done unless you like to gamble with your client's satisfaction. At a minimum you should have two servers with either an href rollover or a load balance.
CDN - CDN server propogation can differ by a LOT. We have seen CDN latency run from 45 seconds to a few minutes. Latency is big but reliability is huge. However, we still run live events on CDNs with a roll over to a back up network.
