I'm fond of iperf: http://dast.nlanr.net/Projects/iperf/

It can source and sink unicast or multicast UDP streams, with varying bitrate and packet size. Not an exact simulation of video traffic, but in my experience it does a pretty good job when you're trying to find network problems.
