[streaming] VLC relay server for live webcam broadcast

Greetings,

I am trying to set up my web server and my laptop so that I can start  
capturing from my Linux laptop and stream my capture to a port on my  
Linux web server for embedding in a web page.

It's a basic variant of the VLC wiki howto here:
http://wiki.videolan.org/Streaming_to_ActiveX_for_Windows_Media_Player

If you can help me I will be happy to add a page to the wiki  
describing the process.

Here is my test case:
     * Stream from a webcam on computer A (running Fedora Core) to
     * Computer B (running Fedora Core) which broadcasts the stream to
     * a web page on Computer B

The big difference and my main problem is that my web server can't  
connect to my laptop (because I don't control all the firewalls along  
the way) but I can connect from my laptop to the web server.

Laptop =(can connect)=> Web Server
Laptop <=(can NOT connect)= Web Server

Is there a way to set up VLC to wait for a connection on a port and if  
a stream connects to that port it will relay that stream to be  
embedded in a web page?

I really appreciate any help you can offer me.
