[streaming] Telnet problem with VLC in XP

Hi,
 
I'm using VLC Media Player 0.8.6i. I tried to start the vlc with telnet interface, as instructed in VLC streaming tutorial,  using the following command :
 
"vlc --tt1 12 -vvv --color -I telnet --telnet-password MYPASSWORD --rtsp-host 10.0.5.205:5554"
 
after executing this command a second DOS window opens and says : 
 
"The command line options couldn't be loaded, check that they are valid"
 
But the same command works if executed in Linux/Ubuntu. I'm working on my diploma thesis  on the topic - P2P-SIP based IPTV solution. The peers in my architecture are organised in a ring and each
of them needs to be able to stream certain video file to the IPTV-Client if they are asked by the client to do so. I'm planning to integrate VLC, that can act as streaming server, in each of my peer for that purpose. 
I want to send Telnet commands to the VLC server from a java application. Therefore I was testing if it works from the command line at first.
 
Is it possible to start vlc with telnet interface through command line under windows XP? Please help !
