[Translators] "Privacy and Network Policies" dialog can't be translated

Indeed the source file for this dialogs was missing from the list used
to generate vlc.pot.

It will be included in the new vlc.pot that I intend to commit to git
this weekend once I corrected the various error spotted by the translators.
