[Translators] Detailed instructions please

Hello ,
 
Can someone post a link to detailed instructions please? I am about to
start translating VLC into Irish. I have POedit installed and I have
downloaded the template of phrases. I assume that I translate all the
phrases and then upload the file to this list. Is that correct?
