[Translators] translate update for the VLC webpage

Hi

the last translation for today is to the website:
The translated file index.XX.html contain a title-tag that is not translated:

<title>VideoLAN - VLC: Official site - Free multimedia solutions for all OS!</title>

also this one should be translated:
<meta name="Description" content="VLC: Official site - Free multimedia solutions for all OS!" />

The meta tags are important when you are sharing a page and should be also translated!
Also the Google-entries could be important to translate it because of the SEO. 
I think Google's Webmaster-Tools would be important here  but you need a verified login. 

It would be also nice to put a button that change the language of the vlc page.
And the other subpages should be also translated, with  their meta tags and their SEO.
