[Translators] Translation file for windows installer

Hello at all,

I've updated the german language file for the windows installer nsis.

You can find the file here: www.web-alltag.de/Dateien/VLC/german.nsh

BTW: Please let me know in wich way I can change the install script that 
the startmenu entries are languge selectable.
I'd like to have startmenu entries in the same language like the windows 
installer.
