VLC 1.1.0-pre4 - The Luggage

Fourth test release of VLC 1.1.x branch, with minor fixes over VLC 1.1.0-pre3, but notably:
 - Subtitles fixes for Win32
 - UNC fix on Win32
 - Translations updates
 - Skins2, lua, avcodec minor fixes
 - Qt fullscreen mousewheeling and quitting fixes
 - Transcoding and resampling crashes fixed
