VLC media player 2.1.2 - 'Rincewind'

This is the second update of the 'Rincewind' branch of VLC.

This release is mostly focused on fixing numerous bugs, notably on Audio devices.

This release fixes notably:
 - FLAC playback
 - SPDIF/HDMI on Windows
 - Numerous audio issues on OSX
 - Numerous fixes on the OSX interface
 - HEVC and LPCM decoding issues
