VLC media player 2.1.1 'RinceWind'

This is the first update of the 'Rincewind' branch of VLC.

More than 110 bugs have been fixed since 2.1.0 and a few features were added.

This release will bring, notably:
 - Experimental HEVC/H.265 decoder in MKV, mp4 and raw files
 - Support of VP9 in Webm and MKV files
 - Vastly improved Win32 installer
 - Numerous fixes on all parts of VLC
 - Numerous translations updates
