mkv: cleanup of matroska_segment_c::Parse{Attachments, Chapters}
- Moved variable declarations to a more narrow scope, there is no point
having them elsewhere (ParseAttachments).
- Introduced usage of EbmlTypeDispatcher in ParseChapters, both for
maintainability and performance reasons.
