CI: go back to gcc 6.4 Docker images for Windows builds

Newer gcc has some issues with Thread Local Storage (TLS).

The difference between the old GCC 6.4 images, that doesn't build VLC 3 anymore:

* based on Debian bullseye (was Debian stretch)
* openjdk goes from v8 to v11
* python goes from 3.5 to 3.9
* the old gcc mirror is not available anymore
