vlc_es: inline video_format_IsSameChroma()

It was added 61c3237734efa17d989d2fb5396e10fef8510254 when we
were still dealing with masks. We no longer use masks since
a8893dd50d0c8f00f4bfe3fd923d58f1f5803d81.
