Revert "packetizer: mpeg4video: remove always true test"

The previous test doesn't prevent p_sys->i_fps_num from being 0 when
reaching this code.

i_interpolated_pts will not be updated until we read a proper i_fps_num value.

This reverts commit 653b801c65747b94e56979b66cd9a004fa785466.
