Disable the standalone decoder by default until its input validation is
fixed. APV decoding remains available through bundled FFmpeg.

srt: fix build with older libsrt
SRTO_IPV6ONLY was added in libsrt 1.3.3 [^1][^2].
Setting the option is mandatory but we set it to 0 which means:
> setting the `ipv6only` option to 0 or 1 is obligatory, as it is a part
> of the binding definition. If you set it to 1, the binding will apply only to
> IPv6 local addresses, and if you set it to 0, it will apply to both IPv4 and
> IPv6 local addresses.
So in older versions which didn't have this option it should be fine not to to anything.

demux: subtitle: accept tabs around srt arrows
The SRT demux probe accepts arbitrary whitespace around the arrow, but
the timing parser only looks for an arrow surrounded by literal spaces.
As a result, tab-separated cues are detected as SubRip and then discarded.
This is a regression from c76b8a42d216382b12e2de5d9cfd4d34a04a7431.
Match the arrow itself and let the timestamp parser consume surrounding

renderer: quote and escape device names in the sout chain
Escape and quote the device-name value so punctuation in renderer names
cannot change the stream-output configuration. This also preserves the
model suffix used for Chromecast codec compatibility checks.
Add renderer item tests covering punctuation, missing and empty names,
and extra sout options.

Revert "svg: replace deprecated rsvg_handle_get_dimensions"
This reverts commit 5512290f5e7848700a97e18233ffe5ab0ff5aacf.
Ref #30123, fix the regression where the text renderer doesn't display
anything anymore.
In addition, 7639a634373f98363a0ad28b8970901f40486ec5 was written in a
weird way where it would check the size or the viewbox, even though the
SVG document is generated by the text renderer itself.

text_renderer: svg: simplify using vlc_memstream
Simplify the SegmentsToSVG function which concatenates the
individual segments of text with the proper SVG markup around
them by using vlc_memstream allowing to greatly simplify
error checks.

text_renderer: svg: preserve document dimensions
rsvg_handle_get_geometry_for_element() returns ink bounds, which can be
smaller than the document canvas. Passing these bounds as the viewport
to rsvg_handle_render_document() changes the scale of custom SVGs whose
content does not fill the canvas.
Restore the dimension query used by 3.0.23-2, including its handling of
SVGs without explicit dimensions. This retains the deprecation warning
on librsvg >= 2.52 to preserve the previous sizing behavior.
Round the scaled height up like the width so the Cairo surface covers
the whole fractional rendering viewport.

codec: uleaddvaudio: release input after the decode loop
DecodeBlock() can return output after consuming the last frame, so its
caller must keep the input alive for the next iteration.
Release the input once after the loop. This also covers audio format
and output allocation failures with input data remaining.

Fix the availability check on macOS by adding an include for
TargetConditionals.h so that TARGET_OS_IPHONE and TARGET_OS_OSX

Revert "mmdevice: report volume and mute only when necessary"
This reverts commit 81b19aaa8a8379de1fe464272a0c8cec7adf97fc.
Since that commit, a session volume or mute change made outside VLC,
for example in the Windows Volume Mixer, only wakes the session thread
and is never reported, leaving VLC with a stale volume and mute state.
