qml: fix broken tool tip delay with Qt 6.12-beta4

In the newer beta versions of Qt 6.12, they started using
`std::chrono::milliseconds` as property type instead of
`int` that was proposed originally in Qt 6.12, which is not
accessible in QML. After notifying them, they introduced
a new property for it (`toolTipWakeUpDelayAsMSec`) with
type `int`, but this requires a change in our codebase.

See qtbase commits f9e753c, and 331c43d; and the issue
QTBUG-149358.
