demux: adaptive: add an option to disable the module

The adaptive streams demuxer (DASH/HLS/Smooth Streaming) is a large C++
module that is always built. Add an option to disable it, enabled by
default so the current behaviour is unchanged, in both the Meson and
autotools build systems, so builds that never play adaptive streams can
skip it and cut build time.
