[vlc-devel] HELP.....

Hi,
I am a new user and I need some help for basic operations of VideoLan
software as soon as possible . Can somebody just help me to go step by step
on how can I send mpeg file using videoLan software. I downloaded all the
file we need and I like to run this software under windows. I went through
user guid but it is not very clear for me what should I do. Any help will be
greatly appreciated.
