First thing, I noticed from the screenshot that VLC is not using any kind 
of hardware acceleration (the title bar says what kind of hw acceleration 
you are using if you are using one). This is pretty unusal because most 
graphics cards on Windows do support some kind of hw accel.
Can you give me a quick description of your system (DirectX version and 
Graphics card reference).

The other thing I would ask is to play with the options of the DirectX 
plugin in the "preferences" menu, particularly try to enable "use video 
buffers in system memory" and see if it changes anything.
