new win32 binary package available for testing

Hi everybody,

There's a new win32 binary package available for testing:

There have been quite a few fixes to the directx video output plugin, and 
improvements as well.
For instance this plugin can now use hardware YUV->RGB conversion even if 
it cannot create an YUV overlay surface. This is quite handy for the wall 
filter for example because graphic cards are usually limited to only one 
overlay surface displayable at one time.
