[vlc-devel] Binary Installer

I'm proposing adding a binary installer with the next edition of vlc 
that comes out for Red Hat, writing in tclx.  It would:

1) Check for an incompatible system (i.e. 7.2 or below)
2) Download the latest release that works with that system
3) Download the dependancy RPM's.
