Direct X doesn't seem  to be poperly installed on your  system (or a too
old version),  so VLC  seems to  use the  gdi vout,  which is  broken in
0.6.2.

You could  try 0.7.0-test1,  or, better,  fix your  installation. (might
also  be  that  you  preference  file  is  corrupted,  please  open  the
preferences,  video panel,  and check  that the  vout module  is set  to
"predefined").
