If your CPU is fast enough, you should be able to watch the mpeg-files 
in the "MPEG2" directory of your VCD with the QuickTime Player. You 
should have version 4 of it (the newer versions don't run on 68k-CPUs 
anymore).

There's no and won't be a VLC variant for your system. Sorry.
