This  is possible  indeed :  All vlc  functions are  available in  a lib
called libvlc. Have a look at the vlc.c file or in the mozilla plugin if
you want to see the way it works.

However, don't  forget that VLC  is GPL  software, which means  that you
program will  have to  be released  under a  GPL compatible  license (if
you're planning to release it...)
