Sorry, this has not yet been documented in the INSTALL.win32 file.
Basically you'll need to download the win32 gecko sdk from the mozilla web 
site then add these parameters when you do the ./configure for vlc:
--enable-mozilla --with-mozilla-sdk-path=../gecko-sdk
