[vlc-devel] Subtitle timing? video format change notification?

On VCD subtitles (if not formats as well) when the speed of playback
is slowed down the speed of the subtitle display doesn't seem to slow
down as well. As best as I can tell this should be handled
automatically since the subtitle just gives a PTS to end at. Right?

Where would I look to investigate? 

Second question. How does an input plugin tell the video that the
format of the stream for a video may has changed dimensions? (In VCD's
still frame and motion MPEGs can be different.)
