No. the first "/" means root directory so it has no relation with the vlc 
directory.

The documentation in the INSTALL.win32 file is also quite clear about this 
and even gives you the _exact_ command to type to extract the contrib 
package.

Extract from INSTALL.win32:
  All you need to do is extract it in your root directory (the include files
  and libraries will be put in /usr/win32). You can do this with the 
  following command:
  "tar xjvf contrib-20040229-win32-bin-gcc3.3.1-only.tar.bz2 -C /"

And by the way, what was the result of the command I gave you ?
