CPPFLAGS="-I/usr/lib/qt3/include" LDFLAGS="-L/usr/lib/qt3/lib"
or something like that, I suppose.

That said, I believe the QT interface plugin for VLC is fairly out of 
date, as well as the KDE one, and you should rather use the WxWindows 
interface instead.
