What is the exact format for MRL and options then? There are 3 formats 
as I understand now:

(commandline)     vlc dvd:///dev/dvd --sout 
'#std{mux="ts",access="udp",url="127.0.0.1:1234"}'
(v4l style)             dvd:///dev/dvd:sout 
'#std{mux="ts",access="udp",url="127.0.0.1:1234"}'
(rc interface style) dvd :///dev/dvd:sout 
'#std{mux="ts",access="udp",url="127.0.0.1:1234"}'

BTW you implementation is cleaner ;-)
