I replaced host name with '80.65.228.129' and get the following error.
Any idea how to fix this?

svn: Can't connect to host '80.65.228.129': A connection attempt failed because
the connected party did not properly respond after a period of time, or establis
hed connection failed because connected host has failed to respond.

Strange. Try substituting 80.65.228.129 for the hostname in the batch file.
