[vlc-devel] make package-win32-base missing libmpgatofixed32_plugin.dll

It seems that the plugins directory (under vlc-0.8.2-svn) -does not
have this plugin?? which causes no audio playback on some files.
Should it be copied over by default or it needs to be triggered by a
config flag?
