Fix double callbacks on actions in rc interface and some input commands.
modules/control/rc - Only use hotkey events when appropriated. 
src/input/input.c  - cleanup
include/vlc_input.h- extra comment
src/input/var.c    - cleanup
modules/control/rtci - correct slower and faster behaviour
modules/stream_out/transcode.c - Only Destroy a spu Subpicture when rendering has succeeded
modules/codec/dvbsub.c - increase standard timeout of a SPU subpicture
