[vlc-devel] Preferences tip suggestion

In case there is a GUI person out there interested, here's something I
think that would be useful. When listing variables for a given module,
if there is no callback (or more precisely a NULL callback) then a
footnote (or star) next to the variable might be given to with the
indication that the option does not take effect dynamically. 

The default xine X GU seems to do this; I imagine the lack of a
callback is how it figures it out.
