Hi Adem,

First of all, thanks for your interest in contributing to VLC's 
development.

That you are using windows does not bar you from creating a Turkish 
translation of VLC.

Please download this file: 
<http://xserve.via.ecp.fr/~videolan/temp/tr.po>

It contains all translatable strings of VLC. You can open it in a 
simple text-editor, but I strongly recommend you to use poEdit, which 
you can download here: <http://poedit.sf.net>.

Don't hesitate to ask any questions on the vlc-devel-mailing-list or in 
our IRC-chat-room (#videolan, freenode-network).
