Good question.  Relative position is indeed provided.
Marq and time have the following attributes, accessible through rc:

Marq-x   marq-y  marq-position
(you either use both marq-x and marq-y or use marq-position.  If a
marq-position is specified it sets marq-x to -1.  marq-position accepts the
same position integers as logo-position.
0 = center-center (middle of screen), 1 = left-center, 2 = right-center
4 = center-top, 5 = left-top, 6 = right-top
8 = center-bottom, 9 = left-bottom, 10 = right-bottom
Specifying marq-position 8, for example, will force marquee to
bottom-center, whatever the font size or marq-marquee)
Marq-color   marq-size  marq-opacity
Marq-marquee


Time-x   time-y   time-position
Time-color  time-size  time-opacity
Time-format

How about making this configurable? There have been reports of people
wanting stuff like bottom-center located marq reguardless of size.
