vlc-config.in.in: 
Workaround to get top_builddir value: when setting environment variables,
the win32 version of python converts names to uppercase (and is
case-insensitive when getting values). To accomodate for this when
building the python binding, check for the existence of TOP_BUILDDIR
if top_builddir does not exist.
