[vlc-devel] VLC differentiated service

Hi; 
well my question is if VLC can make differentieated service;it means,
I'd like video on demand for several machines between Pentium IV and
Pentium I; and this machines recieve the quality of video in agreement
its characteristics.....
can the VLC make this???
