Hi,

This is not a solution but maybe you could look at OpenEmbedded[1]. It 
is used to build openzaurus, familiar linux and other embedded linux 
distributions. You can build a complete toolchain, including libs needed 
by VLC. ATM, I don't think latest VLC is included, but you can easily 
add it.
